Policies and By-Laws

Under the Community Safety and Policing Act, 2019 (CSPA), police service boards are responsible for establishing policies for the administration of the police service and the provision of adequate and effective policing, amongst other prescribed matters.

While the Board sets policies, the Chief of Police is responsible for developing Standard Operating Procedures (SOPs) to guide the day-to-day operations of the London Police Service. These SOPs ensure compliance with Board policies but are operational documents under the Chief’s authority.

The London Police Service Board’s policies are divided into three categories:

1. Governance Policies: How the Board governs itself.

These set out how the Board itself operates, makes decisions, and holds the police accountable.  They ensure effective oversight, accountability, and transparency. The Board’s Governance Manual is currently in development.

2. Provision of Policing Policies: How the Board oversees the delivery of policing.

These establish Board-level expectations and directives for the Chief of Police to ensure adequate and effective policing.

3. Board By-Laws: The Board’s legally binding procedural and structural rules.

Legally binding rules that govern the Board’s structure, procedures, and authority.
